Elective Office and Responsibilities of Elected Officials 
The City of Grover Beach is a general law city governed by a Council-Manager form of government. General law cities derive their powers from the general laws adopted by the State Legislature and from the police powers granted in the State Constitution. Collectively, these laws serve as the constitution for general law cities like Grover Beach.

The City Council is comprised of five members elected at large to represent the city. The office of Mayor is directly-elected for a two-year term. The office of Council Member is a four-year term, with terms expiring at staggered intervals. General Municipal Elections are held on the first Tuesday in November of even-numbered years. At the first meeting in December, the Mayor selects a member of the City Council to serve for one year in the position of Mayor Pro Tem (pursuant to Resolution No. 08-18).

The City Council makes decisions, establishes policies, and enacts laws on behalf of the voters for the betterment of Grover Beach. The City Council also acts as the Financing Authority for certain financial obligations.

City Council Goals and Work Programs 
The City Council annually sets goals to determine the highest priorities for the City organization to implement each fiscal year (click here for the 2018-19 Council Goals). The goals are shown in three categories of relative priority: Major City Goals, Other Important Goals, and Address as Resources Permit. The Major City Goals for 2018-19 are:

  • Public Safety
  • Water Resources and Utilities
  • Economic Development
  • Streets Rehabilitation and Related Infrastructure
  • Development Review

The Council also approves work programs developed by staff for each of the Major City Goals to specify what
will be done over the next year in carrying out the goal. Click here for the Major City Goal work programs
