Measure K-14 Street Rehabilitation Program

On November 4, 2014 Grover Beach voters approved Measure K-14, the Grover Beach Street Rehabilitation; Safety Improvement Bond Measure. The City is now in the seventh year of the multi-year local street rehabilitation project funded by Measure K-14 which provides up to $48 million in bond funds for repair of residential streets over a 25-year period. The importance of these improvements has been underscored by the City Council’s continued identification of street rehabilitation as one of the City’s Major City Goals. The City has now completed 14 Measure K-14 projects to date with the 15th project currently under construction. Design has also started for the 16th and 17th projects. The City has invested an average of $4 million per year over the past seven years to achieve this result.
Completed Projects
As outlined in the Completed K-14 Street Bond Project Map (PDF), the City has expended a total of $28 million in bond funds for maintenance and repair of 260 blocks, representing 60% of all local streets.
Current Measure K-14 Street Rehabilitation Projects
The City Council adopted the Capital Improvement Program which identifies next round of street rehabilitation projects as outlined below:

PROJECT UPDATESThe contractor will be starting on the south side of the City. The contractor will start with concrete improvements such as curb ramps and sidewalk infill for those residents that opted to pay for sidewalk. They will then do localized asphalt repairs. Once this work is complete, all of the asphalt will be surface treated. When it comes to surface treatment, the roads will be completely closed for about 4-hour increments. The surface treatment is tentatively scheduled for the third week of May, the 15th through 19th.May 23, 2023:The contractor will start the surface treatment process this week and door hangers have been provided accordingly. This is a two-step process. On Tuesday, the contractor will be applying Chip Seal to all streets. Due to temperatures, the contractor will likely start around 10:00 am on the north side of the City. It is okay to drive on once the contractor is complete.May 24, 2023:On Wednesday the contractor will be applying the microsuface to these streets: North 6th, west side of Charles (the portion from 6th to Margarita), South 10th, and Seabright. The streets will be closed at 7:00am and the contractor will start at the north side of the City. If you wish to use your car on Wednesday May 24th, please move it and park it on an adjacent street prior to the closure. The surface is “wet” when it is laid, and it will take about four hours of drying time before it can be walked on without sticking to your feet. These streets will be closed ALL DAY.May 25, 2023:One Thusday the contractor will be applying the microsurface to these streets: Charles (Ocean View to 6th), east side of Charles (the portion from 6th to Margarita), and 7th St. The streets will be closed at 7:00am. If you wish to use your car on Thursday May 25th, please move it and park it on an adjacent street prior to the closure. The surface is “wet” when it is laid, and it will take about four hours of drying time before it can be walked on without sticking to your feet. These streets will be closed ALL DAY.Week of May 29, 2023:Project cleanup will be taking place this week. |
