2013 CDBG Funding
The State Department of Housing and Community Development (HCD) awarded the City 2013 CDBG funds for the following:

Accomplishments:
Water/Sewer Improvements: Water line improvements at various locations throughout the City. The project replaced approximately 7,000 lineal feet of existing 2” and 4” steel water mains providing potable water service to residential properties. The project expended a total of $1,475,324 ($1,395,349 in 2013 CDBG funds, $36,574 in CDBG program income, and $43,401 in Water Enterprise Funds).
Public Services. $186,047 in funds were originally granted to acquire the site located at South 10th Street and Farroll Road that was entitled for five low-income residential units. However, CDBG staff determined that the funds could not be used to acquire the site. Therefore, on April 18, 2016, the Council reallocated the funds for three public service activities: Eviction Prevention, Rapid Re-Housing, and Youth Services.
Five Cities Homeless Coalition expended $72,855.84 in subsistence payments to assist 59 extremely low income households. Staff and supplies comprised the balance of the total allocation of $80,000. SLO Housing Connection expended approximately $34,000 in subsistence payments to assist 13 households (one extremely low income, nine low income, and 3 moderate income). Staff and supplies comprised the balance of the total allocation of $60,000. SLO Housing Connection also expended approximately $17,000 in security deposit payments to assist 21 households (5 extremely low income, 6 low income, and 10 moderate income). Staff and supplies comprised the balance of the total allocation of $40,000.
Exploration Station expended $3,115 in youth scholarships for 16 youth. The remaining $2,932 of the total allocation of $6,047 was disencumbered.
Planning Only: Housing Element Update and Economic Development Strategy.
Housing Element Update: In February 2014, the City hired Pacific Municipal Consultants (PMC) to update the Housing Element of the City’s General Plan for $31,000. In April 2014, the Council adopted the Housing Element update and it was certified by the State in July 2014.
Economic Development Strategy: In March 2016, the City hired BAE Urban Economics to prepare the Economic Development Strategy for $60,000. The Economic Development Strategy was adopted by the Council on April 17, 2017.
