The City of Grover Beach Continues Citywide Infrastructure Improvements

The City of Grover Beach’s Public Works Department is undergoing several projects to improve streets across the City, enhance the appeal of West Grand Avenue and upgrade the sewer mainline.

“We continue to invest in the safety, functionality and visual appeal of Grover Beach by prioritizing infrastructure projects that maintain high quality of life for our residents,” said Grover Beach Mayor Jeff Lee. “I am grateful for City staff’s hard work and consistent investment in our streets, sidewalks and utilities that are the foundation for our prospering City.”

The Measure K-14 Street Rehabilitation Program has been a top priority since Grover Beach voters approved the measure in 2014, which authorized the City to issue up to $48 million in general obligation bonds to repair, resurface and improve local streets over the course of a 25-year period.

The City has completed 13 Measure K-14 projects to date, including recent updates to Seabright Avenue, South 10th, Manhattan Avenue and South 12th Street in April 2022. In June, the Grover Beach City Council awarded Granite Construction Inc. a street rehabilitation contract to begin work on Trouville and South 7th Street in late August and start construction on Ocean View Avenue beginning in October 2022.

Improving the safety and visual appeal of West Grand Avenue is also a recurring priority for the City. In June, the City Council approved contractor BKF Engineering to begin designing the West Grand Avenue Streetscape. The project includes implementing new landscaped medians, street trees, sidewalk repairs, accessible corner ramps, bike lanes, decorative concrete, pedestrian level lighting and more safety enhancements from 4th Street to 8th Street. The City will work on this project throughout the 2022-2023 fiscal year. The West Grand Avenue Streetscape project will be partially funded by a $1.5 million Community Betterment Grant from San Luis Obispo Council of Governments that was recently awarded to the City of Grover Beach.

Additionally, Grover Beach will be upgrading 15 blocks of sewer mainline to address current and future deficiencies in the system. These critical lines convey sewer flows to the Southern San Luis Obispo County Sanitation District’s sewer network ending at their wastewater treatment plant. The City is currently in the design phase but expects to start construction under Manhattan Avenue, South 4th Street, Rockaway Avenue, North 8th Street, Ramona Avenue and North 9th Street in early 2023. The project will utilize a horizontal pipe-bursting construction method which will not tear up any streets, reduce impact to businesses and residents, speed up construction time-frames and save funds compared to conventional trenched construction. By advancing infrastructure that affects everyday life, these upgrades will support future development in Grover Beach and contribute to the community’s overall well-being.

“Prioritizing infrastructure improvements allows the City to reduce overall maintenance costs and ensure that our residents can prosper in Grover Beach,” said Grover Beach Public Works Director Greg Ray. “While we know that street closures may cause temporary inconveniences, we greatly appreciate the community’s patience and cooperation while we improve the City’s streets and services.”
