The Grover Beach Municipal Code regulates specific locations where solicitation (panhandling) is not allowed. These regulations promote the safe and orderly flow of traffic and prevent the harassment and intimidation of citizens and visitors. No person may solicit or beg for any monies, goods or services, including offering any services in exchange for monies, goods or services in specific areas. 3. How do I pay for a parking citation?

Parking citations may be paid either: 1) by mailing a check or money order within 21 days to: City of Grover Beach, c/o Parking Citation Service Center, P.O. Box 11923, Santa Ana, CA 92711 (please write the citation number on your check or money order); or 2) online by credit card: you can now access information over the Internet about issued parking citations, payment information, and the status of contested or issued citations; or 3) by calling: 1-888-919-5527.

4. How do I file a police report?

If this is an emergency, please dial 9-1-1. If you have been a victim of a crime, please contact our dispatch center at (805) 473-4511 and request to speak with an officer. You may also file a police report in person at 711 Rockaway Avenue.
