The City of Grover Beach is inviting proposals from qualified consultants to prepare a General Plan update to the City’s Circulation Element. The deadline for submitting a proposal in response to this Request for Proposal (RFP) is 5:00 p.m., Friday September 28, 2023. Please submit proposals as indicated in the RFP to: City of Grover Beach

Proposals will be evaluated based on qualifications of the consulting firm and any subconsultants. Proposals must include the following:
• Firm name, contact person, and contact information.
• Type of organization (individual, partnership, or corporation).
• Firm principal(s) who will be responsible for the contract, their education, credentials and experience.
• Discussion of your firm’s understanding of the project and the approach to be taken.
• A thorough and concise work scope methodology including discussion of each task. This work description should be broken down into a sufficient level of detail (i.e., tasks, subtasks, etc.) to show a clear understanding of the work and the proposed approach.
• Subconsultants (if any) that are part of the project team and their specific roles.
• A detailed schedule identifying each task, time to complete, and cost, if appropriate.
• A detailed budget with a total not to exceed cost. The budget should include: (1) a breakdown of expenses by task and key personnel (to ensure a full understanding of resources committed to this work); (2) a breakdown of billing rates (direct labor, overhead, fee, etc.); and (3) any additional services proposed.
• List of relevant project experience in the past five years, including location and type of project. Provide the name and telephone number of a reference for each project listed.
• Acknowledgment that the consultant can comply with the requirements of the City’s Agreement for Consulting Services including minimum insurance coverages (reference Attachment). Proposals must include any exceptions to the City’s standard Agreement requirements.
